The City’s current General Plan was prepared in 1997
and, since that time, Lancaster has experienced rapid growth
and many other changes in and around the City. A new General
Plan will provide a “blueprint” for growth and
development in Lancaster over the next 25 years and will include
long-range goals, policies, and maps addressing important community
topics ranging from the natural environment to public health
and safety to transportation to economic development.
The General Plan will incorporate ten elements that focus
on specific topics.
- Community Vision
The Community Vision describes the overall
goals and visions for the future of Lancaster emerging out
of the community workshops, online survey, and other means
of community input. The Final
Community Vision Report is now available!
- Plan for Physical Development
The Plan for Physical Development describes
Lancaster’s
built environment in 2030. The Plan will include policies
and maps identifying land use designations and population
estimates.
- Plan for Physical Mobility
This element of the General Plan focuses on traffic and circulation,
including automobile, bicycles, transit, and air transportation.
- Plan for the Natural Environment
The Plan for the Natural Environment addresses issues regarding
water and air pollution, energy conservation, and open space.

- Plan for Community Design
The
Plan for Community Design will provide policies and guidelines
for improving the City’s visual image, such as street
trees, public art, street furniture, lighting, and landscaping.
- Plan for Public Health/ Safety
Included
in this element are polices to protect the community from natural
and manmade disasters, such as, floods, drainage, noise, hazardous
materials, fire, and crime.
- Plan for Active Living
The
Plan for Active Living focuses on Lancaster’s culture
and lifestyle, including population, historic and cultural
resources, the arts, libraries, schools, parks, and social
services.
- Plan for Economic Development & Vitality
This
element will address the local economy, employment, and fiscal
impacts of new development.
- Plan for Municipal Services & Facilities
This
element describes future need for services, including water,
sewer, drainage, solid waste facilities, and public buildings.
- Housing Element
This is a state-mandated component of all
General Plans that evaluates the housing needs, opportunities,
and constraints for a five year period.
